Supporting Local Government in Turning IT Waste into Worth

In the Swedish municipality of Höganäs, sustainability moves beyond policy into practice. In partnership with Advania, the IT department has established a circular system that extends device lifecycles while reducing environmental impact and operational costs.

The approach is simple and effective. Employees order new or refurbished devices through an internal shop. Departments pay a deposit that is refunded twice a year when used devices are returned. The returned equipment is sent to Advania for secure processing, either refurbishment for second-hand use or responsible recycling.

Since launching the system, Höganäs has processed thousands of computers, mobile phones, and tablets. The program continues to grow, with volumes nearly doubling each year.

The results are measurable. Longer device lifespans reduce the need for new manufacturing, cutting energy use and the demand for finite resources. The climate savings are already equivalent to the municipality's annual transport emissions.

Advania's circular IT hub in Enköping manages the technical processing and supports the municipality with ongoing expertise. Together, they are exploring improved traceability and new opportunities for local reuse.

This case shows how public sector organizations can align environmental goals with practical IT management. With clear processes and the right partnerships, circular IT creates value across sustainability, operations, and public budgets.
